LONDON CHOP HOUSE /// This venerable spot (est. 1938) has shaken off the cobwebs to become part of the thriving downtown dining scene. Robert (RJ) Scherer, a Culinary Institute of America graduate, heads the rebuilt kitchen, turning out a menu that includes such classics as oysters Rockefeller, French onion soup, Dover sole, and sautéed perch. The dining room has a simplified décor that still preserves its vintage flavor while inching the Detroit institution into the 21st century. Steak has always been emphasized, as befits an establishment with the name chop house, and the offerings include filet mignon and a hefty 32-ounce prime porterhouse. Top-notch service is another reason people love to dine at the cellar-level spot. 155 W. Congress St., Detroit; 313-962-0277. L Mon.-Fri., D Mon.-Sat. $20 H
